That will force the quest to advance, but if I'm correct about one of the other two mods not updating correctly causing Conqueror to fail things at start up, you may continue to run into problems that won't be fixable other than to restart that character now that you for certain have the latest files. I'd highly recommend installing each manually to ensure any old files are overwritten (frequently, mod managers will fail to overwrite the ba2 files of large mods like Sim Settlements and you end up playing with old scripts - which can screw things up pretty badly).

This could happen if your Sim Settlements install didn't correctly update to 4.0.0, or your Workshop Framework didn't correctly update to 1.1.0.
